YMN-1126 Testmate should have a way to get packet stats if phone browser is off or inaccessible (PVT) using CDR
This provides a way to get packet stats for most test cases without requiring browser access, at the end of the test run test_mate will wait for the CDR interval timer and the CAR load timer and then collect packet stats
